Recently I had sent out a parcel to South Africa. As usual, I sent out the parcel by insured registered air mail through Hong Kong Post Office (that means the parcel would be delivered through the global postal system). In return I got a postal receipt, which was a legal document issued by the Hong Kong Post Office (Hong Kong Government) that I had sent out the parcel.
The buyer claimed he did not receive the parcel and asked Paypal to issue a refund. Paypal then demanded the seller (that is me) to prove that I had sent out the parcel. Of course I presented the postal receipt to show that I did sent out the parcel. However, paypal's claim team ruled that since the parcel was not trackable online, my defense was not successful!

Whan did Paypal change its rule to demand a seller to prove not only the parcel was sent, but also the parcel had to be delivered successfully? How did Paypal know the buyer is not lieing? How come a legel document issued by a governemtn to prove a parcel was sent is not accepted?

HOW COULD A FOREIGN SELLER PROTECT HIMSELF? Because of this stupid decision, I am seriously thinking not to use Paypal any more. If you have any other suggestion, please feel free to let me know.
